A new license, a transfer, or a report of a change

Three routes, each quoted from its source: a new license, a transfer of ownership, and a report of a change in who owns the license holder. Which one fits how you are buying a business is a legal question, so Cleared doesn't choose it.

  • New License

    DR 8404 (05/29/25), New License

I also understand that I have the option to withdraw the application for the transfer of the license and file an application for the issuance of a new liquor license. Should a new liquor license be issued, that license would NOT be subject to any disciplinary action based upon incidents prior to the issuance of the new license. Denver, Acknowledgement of Transfer of License Subject to Past, Pending, or Possible Future Disciplinary Action

  • Transfer of Ownership

DR 8404 (05/29/25), Transfer of Ownership

A business entity seeking to obtain ownership of an existing liquor license must apply for a transfer of ownership. Denver Department of Licensing and Consumer Protection, transfer of ownership page
No license granted under the provisions of this article 3 or article 4 of this title 44 shall be transferable except as provided in this subsection (1) C.R.S. 44-3-303(1)(a)
    See this route's estimate
  • Report of a change in ownership of the licensee

DR 8177 (04/16/24), Corporation, Limited Liability Company or Partnership Report of Changes

A licensee shall report each transfer or change of financial interest in the license to the state licensing authority and, for retail licenses, to the local licensing authority within thirty days after the transfer or change. C.R.S. 44-3-301(7)
any transfer of a controlling interest shall be reported regardless of size. C.R.S. 44-3-301(7)
Transfers or changes of financial interest in a license must be reported to the Colorado State Liquor Licensing Division within 30 days. Denver Department of Licensing and Consumer Protection, transfer of ownership page
